CODE OF CONDUCT

Coaches - Coaches are volunteers providing a service to the children in the league. They should be treated with respect by players and parents. Coaches should report to the Commissioner any player or parent whose presence or behavior is disruptive to the practices or matches.
Coaches should set a positive example of behavior for the players and parents associated with their teams. They should conduct themselves with dignity and treat the referees respectfully, displaying good sportsmanship at all times.
Coaches are responsible for maintaining discipline for their players and respective parents on both sidelines.

Referees - Referees are recruited among the ranks of parents, volunteers and older players. Referees should be treated with respect due them as persons providing a service to the league and its participants. Verbal criticism or abuse of referees at any time by players, coaches, parents or other spectators will not be tolerated. Referees may issue caution (yellow) cards or ejection (red) cards to abusive individuals at the match.
The opinion of the referee shall be considered the final judgment regarding any matters in the match. When the coaches mutually agree upon a matter (weather interruptions, unsafe playing conditions or deviations from the normal playing time or number of players in a match), the referee will generally support that decision.

Spectators - Parents, non-playing players and spectators should be there to enjoy and encourage the activity of the youngsters. Any wrya spectator determined by conduct and affirmed by the board, engaged in creating a disturbance at any wrya function will be banned from all wrya activities for a designated period of time determined by the board. Creating a disturbance may be:
- Referee abuse - physical or verbal
- Player abuse - physical or verbal
- Addressing any referee in a negative or abusive manner
- Addressing any player in a negative or abusive manner
- Addressing any coach in a negative or abusive manner
- Addressing any parent in a negative or abusive manner
- Engaging in fighting at practice or game
Spectators are expected to behave in a manner that is respectful to the coaches, players, referees and each other.
Failure to abide by the decisions of the WRYA board may result in the removal of the abusive spectator's child from the program and forfeiture of all fees with possible criminal prosecution and civil action of the abusive spectator. All complaints will be taken by the soccer Commissioner and presented to the WRYA Board for immediate investigation.
No alcohol will be consumed or allowed near the playing area.

Players - Players are expected to attend the weekly practice and game. They should notify their coach if they will miss a practice/game.
Players should attend practices/ games with the appropriate equipment (Shinguards, ball, water bottle, etc)
Referees will issue caution (yellow) or ejection (red) cards according to the laws of the game. Players may be warned for lesser infractions, and coaches should reinforce the warnings provided by the referee. All cards issued will be recorded on the game card. Players, coaches or spectators ejected from a match must promptly leave the field of play and its surrounding areas.
Violent behavior, flagrant fouls leading to ejection, or repeated instances of misbehavior may be grounds for suspension of a player by the league. Failure to promptly leave the field of play following ejection may also be grounds for suspension.
Opposing coaches and players should shake hands after the game.
CONCESSION STAND COMMITMENT
By registering children to play baseball, soccer or softball with the Western Regional Youth Association parents also commit themselves to work in the concession stand.
The time commitment involved varies for each sport. The concessions coordinator will communicate details through coaches.
Each team will be required to have at least one person who has received training to cook in the concession stand. The concessions coordinator will arrange for a training time or times for each season. The number of window workers needed for each time slot will also be determined by the concessions coordinator.
Cooks must be at least 21 years old and window workers must be at least 14 years old.
NOTE: The proceeds received from the concession stand are income to WRYA. Our goal is to be able to at least cover the expenses that are shared by all the sports. This would include such items as insurance for the park, the electric bill and the park manager's pay to do such tasks as cut the grass and empty the trash cans. (When a sport is conducting a tournament, the proceeds from the concession sales are designated for that specific sport.)
Operating the concession stand with volunteers means WRYA does not have to ask families to sell a specified amount of items such as wrapping paper, pizzas, cookie dough or the many other items sold in fund raisers. It also allows registration fees to be affordable.
INCLEMENT WEATHER

WRYA by action of it's commissioner, may cancel the matches scheduled for a particular day because of inclement weather (downpour, thunder and or lightening) or unsafe playing conditions. The decision to cancel will be made as early as possible. Contact the weather hotline at (804) 523-1314 for game status.

Occasionally, threatening weather or unsafe playing conditions may develop after the teams arrive or after a match has already begun. In these situations, the referee shall assume responsibility for determining whether a match will be played. In making his determination, the referee shall take into consideration:
- Coaches opinions
- Conditions of the playing field
- The forecast for the day

The referee may suspend a match for a period of time or cancel the match, the referee should not suspend a match for a period of time that significantly encroaches upon the time for another match. the referee may shorten the playing time of a match.
